This volume is issue #76 of Marvel's Iron Man Vol. 3, titled "The Best Defense - Part 4: Advice and Consent," released in North America in January 2004 with a cover date of March 2004. The issue is the fourth part of the six-issue "The Best Defense" arc written by John Jackson Miller, following issues #73 through #75 and preceding issues #77 and #78. In this issue, Tony Stark faces a Senate hearing and vote on his appointment as Secretary of Defense. He tells the senators that he long ago left the arms business and explains that, because of his mechanical heart, alcohol no longer affects him; Senator Joe Zimmer, however, challenges him to his face over whether he puts national security behind his personal reputation. Meanwhile, Deputy Secretary of Defense Sonny Burch is quietly advancing his own plan: exploiting a legal loophole, he unseals the patents on Stark's early weapons, recovers and refurbishes obsolete Iron Man armor damaged in battle and slated for destruction, and assembles a team to develop new helmets capable of controlling that armor, ordering John Ryburn to arrange shipment to the R&D division. As the hearing ends and the voting procedure begins, Tony is called away to face an unfavorable situation. This volume is Iron Man Vol. 3 #76, a single issue rather than a collection; it can be read on its own, but it resonates more fully within the "The Best Defense" arc.

John H. Miller: publicly available information is limited. So far it is known only that one of his works has been translated into Chinese, namely An Introduction to the Computational Modeling of Social Life (Complex Adaptive Systems), which is usually classified under social science. The title suggests that Miller focuses on using computational models to understand complex adaptive phenomena in social life; the writing is interdisciplinary and introductory in nature, aimed at readers who wish to enter this field. Because no further verifiable Chinese biographical information is available, his nationality, dates of birth and death, academic background, and full list of works cannot be confirmed and should not be guessed. For Chinese readers, Miller is currently known mainly through this introductory work, whose value lies in connecting the ideas of complex adaptive systems with computational modeling of social life and offering an accessible entry point for related research.
