The Penguin is a five-issue miniseries launched by DC Comics in 2023, written by Tom King and drawn by Rafael de Latorre. The story centers on Oswald Cobblepot, Gotham's oldest crime boss: after the dust settles from the Gotham War, he is brought back into the city by Amanda Waller, but must first rebuild his power beyond Gotham. In this third issue, titled Patriot, the Penguin continues to gather recruits for his return to the throne, setting his sights on an almost forgotten old team, the Force of July: Major Victory, Lady Liberty, Silent Majority, Sparkler, and Mayflower. He wears a different face for each of them: he wins Lady Liberty with money, stirs Silent Majority with the words you were meant to be heroes, coerces Sparkler with threats, and promises the down-on-his-luck Mayflower, who tends a barren garden, a meeting with Poison Ivy. The issue has almost no direct combat, its lens fixed on how the Penguin wins over these marginal figures one by one through negotiation, inducement, and intimidation, showing that his true weapon is his mind rather than his fists, while also laying groundwork for the next round of Gotham's power struggle.
