This issue of Superboy is #21 of the DC New 52 series Superboy (2011), titled "State of Decay," released June 12, 2013, 32 pages. The story continues writer Justin Jordan's narrative line from issue #20: Superboy Kon-El tracks the psychic villain Dr. Psycho through the city and discovers that a mysterious new force, H.I.V.E., has infiltrated Metropolis. In this phase Dr. Psycho, Edgar Cizko, forms a peculiar temporary partnership with Superboy as the two take on H.I.V.E., which feeds on psychic energy. Meanwhile Krypto the Superdog arrives to help in this issue, officially joining Superboy's supporting cast. Interior art is by R.B. Silva and Edgar Salazar, inks by Rob Lean and Denis Freitas, and cover by Ken Lashley. The overall tone is Jordan's deliberately light, action-packed young superhero style, built around how a teenager only months old who thinks he knows everything begins to establish his own moral code.
